It is necessary to successfully complete academic studies with reference to administrative informatics (master or state exams with at least the note “satisfactory”) and pedagogical-didactic suitability, including the use of digital teaching methods, preferably proven on the basis of teaching experience in higher education, and the special ability to scientific work, which is usually demonstrated by the good quality of a doctorate and special achievements in the application or development of scientific knowledge and methods in at least five years of professional practice; at least three of the five years must have been exercised outside higher education (required would be a relevant professional activity in the reference field of public administration) and at least two years of relevant professional experience in the field of administrative informatics/public IT.
