Portfolio-Manager (in) (m/f/d)

Strategic planning: development and maintenance of the procurement portfolio in line with the market strategies of the members. Requirements analysis: Determination of requirements of cooperative members and derivation of fields of action. Moderation of expert circles and development of performance directories for ongoing procurement projects. Project Management: Control of procurement projects with high relevance (e.g. ITK solutions, infrastructure, cloud and managed services). Market observation: Analysis of trends, suppliers and procurement procedures to identify opportunities and risks at an early stage. Coordination: Cooperation with members, suppliers and internal bodies (e.g. portfolio strategy circle). Risk management: assessment of procurement options in terms of their economically meaningful implementation, strategic relevance and political motivation.

Expertise: Purchasing, Supply Chain Management, Project Management, Market and Trend Analysis. Basic knowledge of public procurement law – especially EVB – are required. Analytical skills: ability to structure complex data and needs and to implement them into strategies. Communication strength: moderation of member bodies, market awareness with suppliers, presentation before stakeholders. Cooperation capability: experience in working with heterogeneous interest groups (communities, municipal IT service providers, trading partners/system houses, manufacturers). Training/study: studies in business management, business informatics or comparable qualifications. Very good knowledge of MS-Office Experience or interest in public procurement projects, ideally first contact points with public procurement procedures First experience in project management or a structured, solution-oriented way of thinking that helps you to keep an overview even in complex processes Self-employed, proactive working with high self-responsibility A strong communication capability in contact with our members and business partners – in word and writing in German (GER level C1 or native language) Willingness to organize and moderate experts as well as enjoy developing processes together in the team
