The BBK is the head office of the Federal National Crisis Management Agency in Germany. We ensure the quality of crisis management in a central coordination role with federal, international and cross-sector partners. In view of this task, our interdisciplinary team is growing steadily. We are looking for dedicated professionals who want to make Germany more crisis-proof. We are looking at the next time fixed by 30.06.2029 a specialist (w/m/d) Paying group 11 TVöD (Bund) in Unit G.2 ‘EU/EU Competence Centre/ Multilaterales’ in Bonn. Participation in the EU Competence Centre – You are responsible for the development of the proposed concepts of the implementation of the EU Civil Protection Procedure (UCPM), e.g. Duty of Care, Capacity Development and the systematic development of EU Support Programmes in the UCPM for the actors in the protection of the population in Germany. In addition, you support the National Training Coordinator (NTC) in its tasks. Analysis, evaluation, consulting – You analyze, evaluate and develop concepts on developments in European and international civil protection and assist in advising internal and external bodies (e.g. federal ministries, other German actors). In doing so, you will proactively include other BBK units, as well as other authorities and organisations with editing points on the respective topics. Organisation of measures and events – you take responsibility for the preparation and follow-up of national and international events, workshops, lectures. This also includes communication with the partner organisations.

You have completed university studies (Diplom FH/ Bachelor) with reference to the area of responsibility (e.g. disaster management, risk prevention/ Hazard Control, rescue engineers, humanities or social sciences). You have ideally already gained relevant general or voluntary experience in the protection of the population, for example in a firefighter, recognised aid organisation in civil and civil protection or THW, and have good knowledge in the protection of the population. You have experience in working with national and international partners, preferably in international project work. Ideally, you also have knowledge or experience in the European population protection/the EU disaster protection mechanism (UCPM). You have experience in preparing and conducting events, workshops and/or lectures. You have a very good oral and written expressive capacity (German C2 and English B2 according to GER). Knowledge of another language is advantageous. You have a high team and communication capability and are ready to integrate into an existing team. Own initiative, service orientation and a structured way of working complete your profile. You are ready for occasional journeys in Germany and abroad, occasionally also outside the usual periods of service. Since our tasks are safety-relevant and event-oriented, we need your willingness to extend the safety review and to participate in the BBK crisis organization.
